Houston ISD is in a significantly stronger financial position than it was three years ago. When the current administration arrived in 2023, the District faced a projected budget shortfall of more than $500 million as federal pandemic relief funding expired and spending significantly exceeded ongoing revenue. Since then, HISD has reduced central office spending, restructured operations, directed a greater share of its resources to classrooms, and substantially increased teacher compensation. The District currently has an estimated fund balance of approximately $730 million.

Maintaining that financial strength requires HISD to adjust spending as revenues and enrollment change. The District is conducting its annual campus leveling process based on actual student enrollment while also asking campuses to make budget adjustments where necessary. These decisions can be difficult, but making responsible adjustments now allows HISD to keep expenditures aligned with available resources and continue prioritizing investments that have the greatest impact on students.

Texas public schools continue to operate in a challenging funding environment. HISD will continue to manage its resources responsibly so the District remains financially strong, and we are hopeful the next legislative session will provide additional funding for Texas public schools.
