Houston ISD’s Budget Process

Houston ISD employs more than 23,500 staff members, including over 10,000 teachers. As part of its annual budget process, the District is making targeted staffing adjustments to align resources with current enrollment trends. In recent years, student enrollment has declined by approximately 16%, while staffing levels have decreased by about 5%. These adjustments are part of the District’s ongoing efforts to operate with a balanced budget and strengthen fiscal responsibility through improved financial practices.

These adjustments are primarily focused on non-classroom positions, with efforts made to minimize impact on instruction. This work reflects the District’s commitment to long-term system sustainability while ensuring every student receives high-quality instruction and access to opportunities that prepare them with the skills needed for success in 2030 and beyond.
