Enrollment Trends and Demographic Shifts

Recent analysis from the Houston Education Research Consortium (HERC) at Rice University Kinder Institute for Urban Research makes clear that changes in Houston ISD enrollment are part of a broader demographic reality, one that reflects what many large urban school districts across Texas and the United States are experiencing.

Over the past decade, while the total population within HISD boundaries has grown, the number of school-aged children has remained largely flat, and in many areas, declined. Fewer children are being born, and several HISD high school attendance zones have seen moderate to significant decreases in the share of school-aged residents between 2013 and 2023.
