HISD Earns Superior Rating on FIRST Financial Report Card from the State

The Houston Independent School District (HISD) is proud to announce it has earned a Superior Achievement “A” rating (score of 96) under the Texas Education Agency’s (TEA) School Financial Integrity Rating System of Texas (FIRST) for the 2024–2025 ratings cycle, based on data from the 2023–2024 school year.

The FIRST accountability system is designed to ensure that Texas public schools are held  to high standards for financial management and responsible stewardship of taxpayer resources. It promotes best practices and encourages districts to direct the most possible resources toward instruction and student outcomes.

“This rating reflects our commitment to excellence, not only in academics, but in the responsible management of every public dollar,” said HISD Superintendent Mike Miles. “As we transform HISD into a district that serves every student well, strong financial practices are the foundation that make sustainable reform possible.”

The Superior Achievement rating is the highest possible distinction awarded by TEA and demonstrates that HISD meets or exceeds all financial accountability indicators, from balanced budgeting and debt management to transparency and reporting.

HISD’s continued financial strength supports the District’s wholescale systemwide transformation, which includes strengthening instructional practices, improving campus operations, and streamlining central and districtwide systems to better serve schools and families.
