Clear Bags, Student IDs, Parent Supervision Required Under New HISD Athletics Policy

Starting Aug. 1, Houston ISD Athletic Facilities will implement new entry rules as an added layer of security, in addition to the scanners and bag inspections already in place.

"Though we're really blessed that we don't have a lot of issues, our athletes have prepared too hard and too long to let something stop them," HISD Executive Director of Athletics Dr. Andre' Walker said.

"The objective is for fans to come out and truly enjoy the game experience and not have to worry about safety or supervision."

The new entry requirements only apply to University Interscholastic League (UIL) sporting events at HISD athletic facilities and include the following: 

Each spectator may bring one clear bag that meets certain size requirements
All minors (except HISD high school students and competing student-athletes) must present a school ID and be accompanied by an adult to enter 

Clear Bag Policy 

Each spectator may bring one clear bag that meets the size requirements. A clear diaper bag can be any size, though it still must be made from clear material. 

Spectators are allowed one clear bag within the stadium. There are size restrictions for all bags, expect clear diaper bags. 

Non-clear bags are prohibited, with the exception of medically necessary bags, which are still subject to inspection.

For spectators concerned about privacy, Walker said that personal items—including hygiene products—can be packaged discreetly inside pockets or a clear bag.

Spectators who arrive with prohibited bags will be asked to return them to their vehicles before entering. Walker said the district is striving to communicate the new policy in order to avoid barriers for spectators to enjoy the game. 

"We don't want to turn anyone away, but we do want to make sure we're doing everything possible to ensure everyone's safety," Walker said.

The clear bag requirement does not apply to student-athletes transporting equipment or uniforms to games. 

New Rules for Minors: Student ID, Parent Accompaniment 

All minors—whether they are students at HISD or another district—must meet two requirements for entry: 
Present a school ID (can be a picture from their phone) 
Be accompanied by an adult 

The only minors who can enter without an adult are HISD high schoolers and competing student-athletes, though they still need to present their school ID. 

An adult may accompany a group of multiple students. 

Walker said that this policy prevents minors from being unsupervised, especially after the game as they are awaiting rides home. 

Where the Policy Applies

The policy applies at UIL sport competitions hosted at HISD athletic facilities, Walker said. 

Delmar Stadium (pictured), and other HISD sport complexes or campuses, will be implementing the new rules at UIL games. 

UIL competitions determine district and state championships across Texas and are likely to draw large crowds of students, families, alumni, college recruiters, and community members. Walker said the high-stakes nature underscores the importance of additional safety measures. 

These policies do not automatically apply to non-UIL sports events, such club sports. However, individual campus leaders may decide to implement similar guidelines. 

Families are encouraged to reach out to their campus to confirm policies. 

What Isn't Changing

Scanners and bag inspections—even for clear bags and medical equipment—will continue at all athletics venues. 

Items carried in pockets or worn around the neck, such as binoculars, are still allowed. Fans may also bring stadium seats, blankets, and small personal umbrellas as long as they do not block others' view.

“We want fans to be comfortable as they show up and support our student athletes,” Walker said. 

As extensions of school campuses, athletics venues will continue to prohibit items already banned on school property, including weapons, alcohol, smoking devices, air horns, and other mechanical noisemakers.
